Dana D. Kinion was appointed to the Illinois Property Tax Appeal Board in July 2016. Ms. Kinion is an attorney with 20 years of experience in the tax law field. She is licensed in both Illinois and Oklahoma. Ms. Kinion is in private practice in Springfield, with a focus on local, state and federal tax issues, including nonqualified deferred compensation tax planning and administration issues.

Prior to entering private practice in Illinois, Ms. Kinion held the position of associate counsel in sales tax and income tax at the Illinois Department of Revenue. During her tenure as associate counsel, Ms. Kinion also served as special counsel to several task forces within the Department, including unclaimed property reporting task force and heading up the team responsible for extensive revisions to the language of the Uniform Interest and Penalty Act. She also served as acting legislative liaison to the Illinois House of Representatives. Ms. Kinion began her legal career as an associate counsel assigned to the corporate division of the Oklahoma City law firm, McKinney & Stringer, P.C.

Ms. Kinion received a Bachelor of Arts in English from Texas A&M University in 1993, a Juris Doctor from University of Tulsa College of Law in 1996 and a Master of Laws in Taxation from Southern Methodist University in 1997.

Ms. Kinion has extensive experience in appointed public positions. In both 2008 and 2015, the Sangamon County Board unanimously approved Ms. Kinion to serve on the Sangamon County Board of Review. Her fellow board members selected her to serve as the chairman of the Sangamon County Board of Review both in 2008 and 2016. In 2014, the Springfield City Council unanimously approved her nomination to the Oak Ridge Cemetery Board of Managers which is the second most visited cemetery in the United States.

Ms. Kinion resides in Springfield with her husband, Steve, and children Ruthie, Emma and Henry.
